Abstract

Abstract: The investigation from an approach of the legal basis and public policies that govern the use of non-lethal weapons in social protest, sought to determine the influence of these in social protest, the state and the Ecuadorian population through the study of the case of protest. event of October 2019 in Ecuador. The proposed methodology had an exploratory and descriptive level, with a qualitative approach based on the case study. The results made it possible to determine that the legal basis for the use of non-lethal weapons in social protests does not guarantee Human Rights, since other psychosocial factors, personal and political interests, among others, come into play in the application. At the end of the investigation, there is evidence of favorable partiality on the criteria of the executive regarding the actions of the responsible entity. Some final reflections of the data analysis, determine that social protests, despite not being considered the best of the enforcement channels, do constitute mechanisms of defense of violated rights. Implicit components in the information sources denote a high degree of discrimination and racism towards Protestants, mainly focused on the indigenous and young population.
