Abstract

Abstract: The work carried out underlines the imperative need to defend and ensure the constitutional rights of all citizens, highlighting the fundamental role of Sustainable Development Goal No. 11 (SDG), especially in environmental matters. In the specific context of Quito, there is a lack of diligence on the part of municipal and health entities in protecting the environment, a fundamental right of citizens to live in an environmentally preserved, safe and sustainable environment, including access to water and the safeguarding of cultural heritage. This study emphasizes the urgent need to improve policies and practices to ensure environmental protection and guarantee citizens' rights established in the Constitution, thus promoting sustainable development that benefits current and future generations. It is essential to adequately plan urban growth, including the management of rivers such as the Monjas River, in accordance with environmental regulations that ensure the collective well-being of the city's inhabitants.
