Abstract

Abstract: This research analyzes governance and legislation in the Citizen's Municipality of the Quevedo canton during 2023, focusing on the sub-dimensions of participation and transparency, as well as public finances. A quantitative approach and descriptive scope were used, with the objectives of evaluating citizen participation, analyzing the performance of public finances, and identifying the main challenges of local governance. The most relevant results indicate an 85% voter turnout and 95% compliance with access to public information, demonstrating civic engagement among the population. Local spending efficiency indicators show a 49% efficiency rate, and the collection of own-source revenues is at 20.55%, indicating low capacity for budget execution and high dependence on state resources. Finally, the municipality's debt level is within intermediate parameters, highlighting the need to strengthen financial and administrative management to ensure sustainable governance.
