Propuesta de estructuración y gestión de un sistema de áreas protegidas del cantón Guayaquil

Abstract

The Management Effectiveness of 14 Protected Areas of Canton Guayaquil was evaluated to develop a Cantonal System of Protected Areas (SCAP) with its results. The evaluation of Management Effectiveness adapted the methodology of Hockings (2000) and other authors. The result of the management of protected areas (Patrimony of Protected Areas-PANE and Protective Forests) of Guayaquil is incipient, reaching a POCO SATISFACTORY average value (39.35%). Within the existing legal framework SCAP was designed integrating areas of PANE and Forest Heritage. Seven guiding principles of management were proposed to achieve its strengthening and financial sustainability. In addition, a structure of administration and governance was designed in charge of its harmonious development, following an implementation strategy with 3 phases of progressive application, to cover all the natural areas of the canton. Finally, a proposal for an ordinance for the implementation of this protected area management system is prepared, compatible with the current national and international legal framework. The ordinance is ready to be promulgated and put into operation SCAP in coordination with the Ministry of the Environment, GAD-Guayas and other strategic partners.
